Free Web Directories: how do you see it?

Every website started on a page rank zero status, until some promotional works were done then and only then the page rank will get a good level in google. Promotion is the key for a website not only to gain its page rank, but also to reach the target market.
Free web directories most often offer a free web submission for the reason that no one will grab a paid submission on a low or PR0 web directory. In view of this, directories with low PR are taken for granted, in the sense, that almost all no quality and spamming sites are being submitted. This is actually one of the ironic part to those who are maintaining a new web directories.
We should take advantage of these directories , in way, that our quality sites should be submitted to theses low page rank web directories. These free web directories are the future sites with such impressive page rank and traffic in the future because they are also being promoted by their owners. At the moment, those who maintained such directory should be patient in editing submitted website, but in the near future, who knows, paid submission will be flashing around to any search engine result page.
